I play a CX-12 and while playing a tune is satisfactory I don’t seem to be playing “Music”. Is this a function of more practice or something else?

Music is a language, which like any other language you have to learn how to speak if you want to communicate with it. More practice will definitely help, as will listening closely. Stick with it!
I recently purchased a Weekender Hohner InternationalTremolo Harmonica for $15. It shows little to no use. Can you help me find some help in learning to play. The tuning seems to be tuned uniquely with note repeated in several holes. Thanks, Richard
Harmonicas costing $15 are generally of little to no use 
. This is a Chinese made tremolo model which has been discontinued, I can’t find a chart so can’t answer your question as to the tuning.
If you want to learn to play tremolo, I suggest you get a proper instrument. Decent tremolo harmonicas such as the Hohner Echo 48 cost around EUR 75.
