It’s probably simplest to do it yourself, the Hohner Service Set has the necessary tools and this will be a great deal cheaper than employing a tech. Otherwise I suggest you contact one of the accredited Hohner Service Technicians, see here:
However, there don’t seem to be any in Eastern Europe. André Coelho in Portugal is very good.
Might I ask why you want to tune your harmonicas so low?

I have a customized Crossover harmonica tuned A=432. Andrew Zajac did it.
It’s my favorite harp, maybe because Andrew did his magic, but the slightly lower tuning might provide health benefits. I dunno. I’m into understanding how history is written and how there seems to be political agendas behind so much of our world.
I was interested in the difference. The tuning standard seems to have agreed upon100 years ago with controversy.
I believe it’s correct that standard pitch generally used to be lower than A=440Hz, i.e. the pitch commonly used in popular music today. From my own experience I know that orchestras in Europe tune to 443Hz, and have heard that in the Far East they tune even higher. And I recall a Cajun musician proudly showing me his handmade button accordion, which unfortunately was tuned considerably lower than 440Hz. We were due to perform together the next day on a blues festival which was broadcast on German radio. This was problematic, as my harps were tuned slightly sharp and the piano was tuned to 442Hz. We had to have the piano retuned to 440Hz and just about struggled through the show, with me playing sharp to the piano and the accordion playing flat.
It’s a big help when everyone’s on the same page here. To me the whole point of choosing one pitch versus another is to enable musicians to play in tune with one another. I can’t imagine detectable health benefits from playing slightly lower, but in the end maybe the different frequencies affect the minds and bodies of the listeners in different ways. I own a set of tuning forks which it’s claimed are tuned to the frequencies of the planets and have also had a set of brass prayer bowls which created the most unearthly harmonies when sounding at the same time. So it may well be that there are physical reasons for choosing different reference tones.
